If you invest at the bottom of the cycle, everything’s in place when the market picks up,” he advised.
There was also a warning against short-term cost cutting in the public sector by Sir Nicholas Montagu KCB, former chairman of the Inland Revenue. “The difference is that business looks at what efficiency is – doing things smarter – whereas government is just over-focused on targets, just quantum reductions in spending,” he said.
